Charles (Cal) Stephens is a seasoned cybersecurity executive and IT program manager with over two decades of experience in building and managing large-scale information technology and cybersecurity programs. He has worked extensively within the Department of Defense (DoD) as a civilian employee and Federal contractor.
Stephens’ professional journey began at the Navy Information Warfare Center Atlantic, where he served in various roles from January 2003 to May 2022. Though he started out as a project engineer specializing in enterprise computer network defense architecture and engineering, Stephens eventually rose to lead one of the largest divisions within the Command with over 1500 personnel executing over $450M in sponsor requirements annually. During that time, he led the creation and operation of a USCYBERCOM accredited CyberSecurity Service Provider and a USCYBERCOM accredited DoD Cyber Red Team. Both of these capabilities continue to serve a variety of customers today with the CyberSecurity Service Provider securing the fourth largest network in the DoD.
After leaving the Navy Information Warfare Center Atlantic, Stephens moved into the private sector. He served as the Vice President and Chief Cyber Security Engineer at Grist Mill Exchange from June to October 2022, where he assisted in business capture related to Federal contracts. Afterward he served as the Vice President of the Commercial Solutions Division at Core4ce, LLC, where he was responsible for the profit/loss of a division executing in excess of $6M annually. At present he serves as Core4ce’s Vice President and Chief Cyber Security Engineer where he supports growth and capture efforts by leading the CyberSecurity Service Provider Growth Task Force.
Stephens holds a B.S. in Computer Engineering from Clemson University and is a Certified Information Systems Security Professional. He is also Defense Acquisition Workforce Improvement Act (DAWIA) Program Management Level 2 Certified. He has been recognized for his contributions to the field with awards such as the Navy Meritorious Civilian Service Award and was a finalist for the Washington Exec Pinnacle Award in Healthcare.
